I rebuilt the carburetor on my 73 FJ40. It would only start with starting fluid and didn't run that well. It's a Trollhole carb for those familiar, apparently a knockoff of the non-US versions. It's my first time doing this, and it fired up quickly and starts up every time now. The problem is that I can't get it turned down. With a cold motor and full choke, it races, almost like Wide Open Throttle. When I open the choke up it slows down but still way too high. I disconnected the throttle cable, so I know that's not an issue, the throttle linkage is free and operates smoothly, can close without issue. I've dialed the speed screw to the slowest setting, looking down inside the butterfly valves are mostly shut. What should I be checking next?

Secondary throttle plate is not hung up. It moves a little with the throttle linkage and then the rest of the open when I pull in the vacuum arm, then it closes when released.

Could there be a significant fuel leak (internal to the carb) that is simply dumping way too much fuel into the engine? Can you peer down the carb throat (while running, wearing safety glasses) and see if gas is pouring in at a high rate?

Not that this may be relevant to your situation, but I put a Weber on my '55, and I had to put a check valve on my fuel return line and a pressure regulator on the input line set to 2.5 PSI. I was getting too much fuel and flooding the bowl.
