Any thoughts on getting a CO title for my 80 series?

Long story short, I bought my 94 in Laramie from some weird lady.
The title is legit and matches all vin #'s on the vehicle.
She said the title was notarized (like a fool I didn't look).
About a week after getting it home my wife looked at the back of the title and she did not have it notarized.
I called and called and finally she answered and basically told me that I can deal with it by myself in WY ( which I cannot). She is unwilling to meet me at the notary office in Laramie, and now she has blocked my phone number.
She definitely has a drug problem and was looking for quick cash.
I have the title, and a legit bill of sale.
What can I do besides getting a bonded title?
Any help would be appreciated.
But for now, I have her brand new WY plates good til 06/26 on it and we have full insurance on it.
Any way around this?

I'm guessing after she sold it to me, someone told her it was worth more than what she sold it to me for and now she's pissed and it's my fault. That's why she's acting the way she is.
But now I cannot contact her since she has blocked me.
The whole transaction while my wife and I were there was really weird.
Even when I was counting hlout the money we agreed upon she actually tried to grab it from my hand while I was counting it then apologized when I gave her a look .
Strange.

it is a bit ambiguous if the out of state title has to be notarized

i would take a run at getting it titled by first getting a vin verification at the emissions place and then taking that with the title and proof of insurance to the dmv and see what they say

So did she not print and sign her name per exactly how it shows on the front of the Title? Does Wyoming require all Titles to be notarized when selling a car? That would be a PITA if that is a requirement. I would go ahead and get a VIN verification and bring that with the Wyoming Title and insurance card to the DMV and see what happens.

Edit: and the emission test. I'm not used to that requirement in El Paso County.

No, she did not sign the back of the title.
WY law is it needs to be notarized before a vehicle can be sold.
I called the Albany county clerks office as well as Laramie police Dept.
Both said it's against WY law, but it's a civil issue and can't be forced by either of them.
The DMV will not do a vin verification on it unless I have a notarized title from her out of WY.
Already went up there.
They keep saying the only thing I can do is apply for a bonded title which is expensive and could take up to a year....which is ridiculous.

I thought maybe if someone had a dealer license I could go that route and get a lumen on it or something then after a bit of time I could get a CO title for it. But I'm no expert in this category at all.

In that case I would look at the “title in lieu of bond” process here in Colorado since the truck is older than 25 years

while I haven’t done this myself I have heard from others and probably read on here over the years direct accounts of this process being relatively straightforward as compared to other paths.

i think @nuclearlemon Ige did that with her truck Annie likely several others here have

and I think it would apply to your situation

It sounds like you tried to do a VIN verification in Wyoming and went to the wyoming dmv.? I think what people meant was get a vin verification here in CO(most dealerships will do it no problem). And take everything you have to the CO dmv and see what happens. I have had so many different experiences with workers at the dmv, that I think you never know what may happen when you get up to the counter. It all kind of depends on the experience of the dmv worker and approaching them with a nice friendly attitude never hurts either.
