Yup it's the cats. I only have one cat on my truck and it still passes.. make sure you don't have any exhaust leaks before the O2 sensor either. Drive it and get it real hot, don't shut it off while in line either.
Talked to Derrick at Stevenson and he quoted me 1500 for new cats. He said there are only 7 left in the country.
Maybe. My aftermarket cats have at least 5-7 years on them and are working great still. They might even be much older than that, would have to check.
Would it make sense to replace the O2 sensors at this point? I replaced them about 6 years ago. Also what would be a good brand of Cat to purchase as a replacement if I need to replace them? I reviewed my previous emissions history and the year that I used factory tires and rims to test with I had the lowest emissions numbers, so hopefully once I pick up and put on the set Uncle Ben has I can at least get the numbers down to passing.
Howdy ya'll, I am starting to sound like a broken record but I failed my 3rd emissions test with high CO's. I replaced my O2's with OEM and my numbers doubled from 21.5 to 44. The limit is 20.0 for a 94. Not sure what to do next. I did an oil change about a month ago, cleaned out the factory air filter, replaced the spark plugs, ran two bottles of red heat through before testing. Kinda at my wits end now. Any suggestions will help.

Emissions system wise, PAIR valve and cats are generally what control CO on your truck. Fuel injection system and ignition are obviously the #1 controller of emissions. A bad fuel pressure regular could easily cause this. Can you post a photo of the total result?
Any chance you could have swapped the O2 sensor harnesses? If the upstream harness is plugged into the downstream sensor, that might mess it up.
