Figured I'd give an update to this problem.
Long story short, bad booster. Learned a good one from Jackson, "NEW" is an acronym for "Never - ever - worked"
I have been fighting a bad booster all along, and the brand new one I installed (ac delco dura stop reman) was bad too.
Before leaving for a big trip, Jackson and I swapped on the booster and master from my 40 because they were known to be good....just minutes before we gutted a spare front axle of its rotors and calipers. Thank god we didn't.
