couple hoops but I think it cold be done. the motor is the same year as the truck.
Not sure on titling, it seems like it's been built right way.
I had an 03 Jetta with the ALH TDI, very sought after, especially with the manual transmission like this truck. It got around 45mpg, better than my Prius I drive around now. Mine was stock, 0-60 it was around 15 seconds, although lots of torque. I felt like it could go up a mountain with the same acceleration. This build is pretty tuned, I'm sure it's quicker but a Tacoma body is quite a bit heavier.
It looks like the engine work is serious, my TDI specialist said that shop in Portland is the only one outside of Germany that works on those injector pumps, really expensive if it goes out. You'll need a TDI specialist here, though the amount of info online about those engines is comparable with the Mud community, it's really insane.
Why are they selling after 10k miles? Thats a serious swap for only that many miles.
