Can't make out exactly what it is. Is it a section of Vacuum line?

Yes. It is the Hot Idle Compensator. The little silver box on top of the carb. Jim C. knew what it was.

Correct; sorry I didn't see this earlier. In any case, the factory hand throttle is all inside the passenger compartment, connects directly to the pedal. See photos of stock hand throttle:
