Where does this connect to? It is not listed in the vehicle emissions FSM.

Yes. It is the Hot Idle Compensator. The little silver box on top of the carb. Jim C. knew what it was.

Correct; sorry I didn't see this earlier. In any case, the factory hand throttle is all inside the passenger compartment, connects directly to the pedal. See photos of stock hand throttle:
