The outdoor industry (and some of us) are just as much to blame. Who advocates most for more trails to every conceivable destination, unrestricted access, less regulation and against fees? We’re loving the backcountry to death for our own selfish reasons, then pointing fingers when sometimes we ought to be looking in the mirror.
Absolutely we're to blame primarily in many cases. That's true of every user group, though some seem more hellbent on self destruction.

Happening Everywhere. Summit has been getting destroyed for years. The sure magnitude of the outdoor use impacts I have seen in the past 2 years have significantly outweighed the previous 12. The trailehead by my house saw a 75% increase in use in during the pandemic. I try and politely ask for people to stay the trail all the time. Lots of things getting closed which is sad but maybe it will make people realize a different approach is needed.
