I think the code of ethics could simply say. “A trail leader will not knowingly break the law or encourage participants to break the law” boom takes care of a lot.

agreed, I think we need to try and keep it simple, like the Boy Scout Oath or Law (whatever its called) If it becomes too long or complicated people aren't going to retain it.
