Dear COHVCO Members,
The Coalition is requesting a grant from the Off-highway Vehicle Program to educate and inform the OHV community on the implementation of the Federal Travel Management Rule in Colorado(TMR). The Rule involves the process of designation of motorized roads and trails on a national basis on all National Forest Service lands. It is an effort that is driven by both the need to create a designated system of roads and trails to minimize unnecessary routes and to develop collaboration between the agency and the public therefore acknowledging and facilitating the public's need to provide valuable input to create quality user friendly opportunities. COHVCO's Board of Directors plans a grant that will allow for information on the TMR to be distributed throughout the state, particularly to benefit the 100,000 plus OHV registrants whom this directly affects and the tens of thousands of 4wd enthusiasts. In some cases it may even affect designated snowmobile route should travel management planning include winter recreation.
Travel Management Planning involves both the TMR and the NEPA process, therefore in order to provide the appropriate information and have productive collaboration, COHVCO seeks a statewide educational approach to create an understanding of the laws' impact on motorized recreation now and in the future. Because of the complexity of the Rule and the Planning process, it is imperative that the public understand this paradigm shift in the management of public lands. Creation of workshops, face-to-face field work and materials including audio/video resources are planned.
We need letters of support for our grant from clubs around the state and the Forest Service. They should clearly sate the need for broad distribution of this material and a great need to understand it in order to collaborate effectively. Please mail these to: Jerry Abboud, 13670 Cherry Way, Thornton, CO 80602 so they are received no later than 11/28/06 if possible. However, letters may be submitted after that date if it is otherwise impossible to meet the November date; the absolute final is to have them to me by December 9, 2006.
