When we got one of our dogs from a guy near SLC (can't remember where) i saw SXS's running around on the paved roads. This was 9 years or so ago....
it was in Eagle Mountain :)

Per the Utah highway patrol. A person may not operate a street-legal ATV on a street or highway if the highway is under the jurisdiction of a county of the first class, a municipality that is within a county of the first class. (Note: Salt lake County is the only county of the first class).

Funny that nowhere in the video did they address the A**holes who blast their music from their UTVs.
Yeah, generally speaking and statute/code dependent, a Police Officers peace (excessive/loud noise) can't be disturbed so, they can't be a victim of loud noises/load stereos and therefore they need a complainant/victim to file a complaint before they can investigate the noise.

Now, they can proactively address noise issues if they can objectively articulate that the noise is a such a DB level it violates code/statute and this requires a certified sound meter just like a certified radar gun for traffic control........so, most agencies just don't mess with it and wait for the citizen complaints.

Unfortunately, speed limits just keep the honest people honest. I live in Montrose and a few years back there was a study on one of the residential streets and 85% of the vehicles on that road traveled 12 mph over the speed limit. I thought that only happened on the front range, haha. The only real way to slow people down is by installing physical "barriers." It's sad that people feel the need to speed. Speed limits aren't suggestion neither are they randomly placed. They are in place for everyones safety.

Moab aside, I’ve done a lot of driving in West Virginia and Virginia lately and they don’t mess around with their speed limits. On the back roads, you go 1 mph over and you die off the edge in a turn. Hell, a couple of times I’m like who drives this at 45 especially with the rigs I see parked around here.

Traffic studies and their results, most people wouldn't believe the results. It would always be someone else fault.

I remember doing a stop sign violation study due to citizens complaining about the tourists endangering public by running the stop sign. I parked my fully marked, black and white, lights on top, Tahoe across the street from the Stop sign being studied. 11am - 1pm, Monday-Friday, excluding calls/meetings/training/etc for approx 30 days.

The final result......80% locals violating the stop sign, versus 20% of the tourist violating the stop sign. (based on vehicle registration, no drivers were stopped, identified, warned or ticketed during the study period) Go figure.

We had a cyclist-vehicle accident here this week, the cyclist was killed.

There's plenty of locally grown jerks but it's almost too easy to predict a California plate or a sticker from a Denver car dealer on the person weaving in traffic, driving like they're on their commute.

So, yes, slow down and chill the heck out. You're on vacation and people live in these places.

BTW, it's not just vehicles, there also entitled MTBs visitors, more on trails but same difference. When you visit you're a guest of the locals, treat them with respect, be the person you'd like them to be if they were in your neighborhood, around your school kids, whatever.

We were also passing through Moab 2/14-2/17. There's enough traffic already and you have to be alert for vehicle merging and exiting, people crossing that you should slow down anyway. With spring break right around the corner and tourista season looming it's only gonna get more crazy.

You guys may not realize but the town asked Utah DOT to make the speed through town 25 MPH but they can't do that on UT191. The lowest allowable speed limit on a state highway is 30 MPH. There are future phases to the traffic control UDOT I heard was planning, like flashing crosswalks and bulb-outs for pedestrians.
This same thing happened in Breckenridge when we owned the condo there. That's why Breck built the "bypass" to allow the speed limits in town to go below the state highway lower limit.
