You have to pull the dizzy off when you replace the chain. The helical gear that drives it lives on the front of the camshaft. It has to come out and off to get the chain and upper chain gear off.I had the timing chain replaced, I'm not sure why they'd take the distributor apart for the timing chain. So my thought here is that they either didn't take it off at TDC, or they didn't adjust the timing properly when it was done. Or third option, I didn't check it properly... I have a ColoYota Expo meeting in a few minutes. I can double check my work afterwards.
They didn't (or shouldn't) have to do anything to it. Maybe replace the oil seal o-ring and cap & rotor. You have to clock it right when you stab it since it rotates as it seats.
It's not an unusual issue. Most obvious evidence is if the distributor is rotated to it's maximum. There's a slot under it's hold down bolt that allows it to rotate a few degrees. Normally you'd be pretty much in the middle but if it's turned all the way but still really far from base idle that's probably why.
Follow the book, it has the right remove and install method. You remove the cap, watch the rotor go from its starting position to it's final position as it slides down in. It's not difficult and definitely do not feel bad if it takes a couple of tries. It usually does even if you're diligent and put a paint mark before you pull it.
