07 rally registration fees and paypal

I've been waiting for the registration form to appear and it hasn't yet. I'm leaving soon for my WY/CO tour. Is it $5/vehicle or per person. My dad, myself and Gabe (4) will be attending. Also, what is Rising Sun's paypal email address?

it's $5/car. we decided not to do pre-registration this year since we were so late getting started and since we're not selling shirts
