Perhaps, but I'd think having an executive director that has zero civil engineering background or practical career experience has more to do with it. Metro Denver-Boulder wouldn't even fit within the state of Rhode Island and the difference in population density that's two orders tigher packed (R.I. is about 1,000 ppl/sq-mi while Colorado is about 50 ppl/sq-mi).
Trying to shoehorn east coast solutions is never going to work here.
However that's what they think. So they got an executive director who's father (who was Obama's chief of staff, by the way) surely had no hand in it only taking 8 years from graduating with an Ivy League history degree to running the U.S. DOT. Along the way standing out in jobs such as policy advisor and budget analyst, where you learn the ropes.
Not even an MBA along the way to suggest any understanding of large scale design-build management or even any time spent as a project engineer or manager on small jobs. Then on the change of presidents to a two-year stint running the R.I. DOT where there was no indication of standout performance.
It took 4 years before I could even sit for a test to be called an engineer. Most of us are still engineering interns still while she was a director of something or other in the Federal bureaucracy.
